This is from the Nvidia forums where someone helped me. The bonus issue I also ran into was where the repo drivers were adding a file that blocked the fan control. It seems like you maybe have that worked out already though. If they are headless, what I had to was trick it into thinking there are displays attached, since you can't control the fans without an X screen on each GPU. Oh man, I've gone through all this mumbo jumbo at our studio to get fan control on our multiple GPU machines for Redshift rendering, we use Centos there, but the same things works here at home with Fedora 32 for me.
